After trial and error I have solved it. And I'm kinda pissed about the outcome.
Do this with a partner of the opposite sex. You must talk to Singles around the cities. They must be the same sex as you. They say that they want to give a chocolate to another race. You must get 4 halves from all four Singles that are the same sex as you. Then trade the right sides (which are non rare/ex) to your opposite sex partner. Now bring those 2 pieces to the moogle and he makes 1 heart shaped chocolate. Take that same rare/ex full chocolate back to the people who gave you the broken pieces. Trade them the chocolates and head back to the moggle. Here's where it's crap.
Your reward is a free chocopass.
Nothing else.
What I think (I say think because this was my mule and I haven't tried it) is that the free chocopass lets any level player ride a choco... to the next city. You most likely have to do this all over again to get the wand. When you are done the moogle gives you a rating. After 1 city my rating was "Decent" which would most likely raise if I went to the two other cities (no the event last 13 days).
I am a bit let down they are making you do this 3x. The whole process took an hour doing trial and error but wil still take about 20-30 mins to find all pieces, trade, have them connected into one, and trade them back.

No because all NPCs thanked me and I did as I was told to do by the Moogle.
Taru male asked for Taru female to be given Desire Chocolate.
Galka male asked for Mithra female to be given Attraction Chocolate
Elvaan male asked for Hume female to be given Romance Chocolate
Hume male asked for Elvaan female to be given Amour Chocolate
None of the females would take a chocolate frome me. When I went to the males they thanked me and accepted the chocolates and said they can now give them to the person they want to.
The moogle congratulates you on your success, and rates you as decent. In his bag of goodies is a Chocopass... always. You have to most likely raise your rating to have better rewarrds, i.e. the Charm Wand.

Then it is fame based, because my mule got only 1 item offered. If that is the case, my feeling stands, this event is stupid. Why make it more rewardable for higher level players and keep the newbs from getting nice items?

First time I did it, I got charm wand, second time, romance potion, and third I got charm wand +1. I was never rated as "Decent" by the Moogles as well. What I found interesting was that when my friend did the exact same procress he didnt get the option for a charm wand +1. There has to be some variable that we're missing or maybe its simply luck/random based.

When I read that your partner HAD to be of the opposite sex for this event my heart fell. I was ready to write the whole event off when I read on Somepage you can get name signing crystals from this event. So I can still make something with my name on it. ^^ Really though... when is SE going to let same sex couples do more... We can't get married and now we can't do this event together... *sigh* Maybe someday~

I have a question.... if you got the hearts and traded them all in with someone, but then wanted someone else's name on it, could you just wait till later, and party with someone else and have their name put on it?
like say Mini helps you get the wand, but you don't want her name on it, because you just met her, you want Tana's name on it can I just wait till I party with her to get her name on it? o.O;
even if I did the event with Mini?

Here is how you do it. The only way to do it with speed is to do it with someone of the opposite sex.
Get a piece of paper a pen and a pencil.
Draw a grid 3 columns and four rows.
Fill in the grid like this:
Hume Armour
Elvaan Romance Obviously you leave 3rd column blank
Mithra/Galka Attrac
Taru Desire
Each person must talk to the same sex Valentines, ie male speaks to male valentines and female speaks to all female valentines.
When you go to a valentine for example a Galka they usually say I fancy a shy Hume and give you 2 attract pieces.
on the grid where it says Galka put Hume in the correct row.
Hume Armour
Elvaan Romance
Mithra/Galka Attrac [red]Hume[/red]
Taru Desire
When the grid is full swap all the right pieces with your partners right pieces.
using the grid look for the right part ie if it says Amour R Hume, look on the grid for hume in the 3rd column and then look at the choc type next to it. Match the Right Hume part with the Attract L part.
Then trade the 2 bits with the moogle to get a whole piece.
The grid is handy if you plan on swapping all the chocs at once. By filling in column 3 in pencil, once you complete the event rub out all the names in that column and start over.
The prize is RANDOM. I did it with someone and he got nothing twice in a row. Another time it took me 8 tries to get both wands. Another time I got both in 3 goes. It is irrelevant if your partner gets to the moogle first.
If you score Excellent you have won the wand. Decent a crystal or potion, less just a Chobo item, less than that you get nothing.
My Taru seemed to have unlimited goes in Windy, I don't know if this is because my Taru was from Windy, but as soon as I got the Charm Wand +1 it only allowed me to do it once per day. Perhaps a Mithra from Windy would get the same. Elvaan in Sandy and Hume in Bastok. But don't quote me. I know my Taru was allowed to keep playing. My partner was from Sandy had to wait till 00.00 before she could play again.
