This
may seem farfetched, and I have conducted no formal tests of this theory, but while lotting or using /random, I
observed higher numbers after waiting 5-6 seconds before pressing "Enter" /random or Cast Lots. Has anyone else
seen things like this? I also saw that when just lotting instantly it yielded smaller numbers, in the 10-400
range. Keep in mind...this is just an observation.

Well...to
be totally honest with you no computer can generate random numbers. You can only have a set list of seemingly
random numbers and then tell the computer where to start in the list by setting a "seed" value.
Usually
using time in milliseconds works well. People have been known to use the latency of the last keys
pressed.
If this is how SE does it...well if you had that info you would probably want to keep as secret as
the HQ code you decyphered 2 years ago. I doubt they would use something user defined though...that just screams
bottable 999s.
