It moves all actions of the person you provoked onto you. And stops self-casting on a target so say The following happens;
War provokes whm!
Whitemage recives the effects of provoke!
Whitemage Starts casting V on Warrior
Warrior Recovers 1337 HP
Whitemage: Shiz...
Also, If you provoke a Melee, He will Melee you instead of the target he has (IMHO possibly the most annyoing thing ever when trying to Get a GB -.- )
Edited for spelling.

It causes the target to be unable to target anybody but the Provoker.
Let's say you see somebody chasing one of the mages on your team. You use Provoke on the chaser and, if it lands, the chaser will stop hitting the mage and will be unable to attack anybody but you for the time being (usually about 10-15 seconds I think).
It doesn't always land, but it seems to be more accurate for WAR main than /WAR subjob.
Oh, and even if you're fighting somebody, Provoke them anyway. When I say they cannot target anybody but you, that INCLUDES Cure themselves, casting buffs on themselves, Utsusemi on themselves. Basically, they can do nothing but take offensive action towards you.
By the way, if you Provoke somebody casting a spell on another person, if your Provoke them while they are casting, the target of the spell immediately shifts to you, even if they initially were targetitng another person. Note, I don't think this means, if they are casting Cure, suddenly it will cast on you instead. They will simply stop casting since buffs and cures cannot be used on enemy units.

There needs to be +Provoke items for ballista. It's too under-used and has so much potential, if it didn't miss 80% of the time.
And PLD need to piss people off somehow.

Provoke will be a fatal bitch. If your after someone and you make a WS while your Provoke target is 100 feet away from you...You wasted 100TP and you probbly have a mob of plays on you.
There can be ways to prevent that
1. If your a Melee, Be sure to be out of max range (the range-radius of a standard spell cast.) and simply avoidthe guy.
2. your a mage, and the guy is trying to voke you to not cast buffs on you, take it as a advantage and /quarry until it wears, it can benefit you by giving you a oppotunity to get items w/op worrying about some spells. just besure to get away.
There are some people who will always Hit-run voke you, Its almost unavoidable but can be if you simply hang in the back.

Bleh, I think Sneak status should remove all sounds you make. You have to admit, Sneak status is rather useless when people that are paying attention are tabbing around. Don't know why the Herald puts it on you in the first place in the beginning of the match or you respawn.

It's so you can't see everyones footprints, although you could still target them if you wanted.

Vetran players tend to tab like crazy, more so when things are calm. Wouldn't be surprised if they just tab until they see an enemy.
Also pretty sure that Enmity increases success rate of Provoke in ballista. I notice huge differences in success rate at level 60 cap where I wear more enmity gear. And in Ballista Royale our WAR wore Enmity stuff for that very reason.

All I can say about provoke is that its a Bad thing to do if your a melee without being fully buffed or full on life. As a red mage, I tend to let the Auto-direct on the target work for me, as in debuffing the heavy melee job to all hell untill provoke wears off. (Some poor unfortunate soul on Midgardsomr thought it was wise to provoke me when I blew my chainspell... he diddn't survive the insuing nukefest.)
