My ls says

that all monsters in the game drop these, but I was killing EP for about 2 hours on nin lvl 9 and got nothing. Do

higher lvl mobs drop them more often, or did I just have some bad luck?

just having back luck. Even one of my mules with a highest job of 10 has a handful of them.

Yeah, that

was just a run of bad luck, tbh. Though I think the probability of them dropping does go up slightly the stronger

the mob is. And we've already estabilished if the mob is TW, there's a 0% chance of them dropping seals.
