Hm I'm assuming you mean setup your own Ballista? For regular styled Ballista, if you just want to duel with a friend all you'll need is CoP expansion currently installed and a few Ballista points from regular matches (I think 100 or so? That I'm not sure on)

Once you have these two things, you can go to RuLude Gardens and atop the stairs from the mog house, there is the normal Ballista NPC. Follow that wall around to an elvaan femal NPC (Sorry I forgot names ) Speak with her to reserve a match. She'll explain all the needed requirements and start times. Hope that helps a bit, if not I'll clear up the details more later.

Tillicoe is the Diorama (make your own ballista match) guy, just talk to him and you pay 100 points, and pick a cap. Then you receive Ballista Book, so you use it and pass out the papers. Then you trade your book to the tillicoe (works with paper also) and you will be teleported to the area, then trade book or paper to the herald there and set up match how you want it. I recommend setting it for Re-entry, and midmatch entry.
