I'm sick of fishing these up. The only way for me to stop fishing them is to find the quest (if there is one?)

Is there a quest related to this item? If so, what NPC, town, and info can you give me about this?

yes, they are used for making Sahagin key, which is used to open the Ornamented door in sea grotto.
