Blah nvm,did some more testing and its false. SE just simply gave 2 handed weapons a 1-2%
tp boost while lowering the floor for low delay weapons.

Dual wield was most definately accounted for in TP gain before patch. I can imagine DRGs in a ton of Heca gear
taking over with this change.

Learning
that some jerk in Tokyo has a problem with Haste setups, and decides that instead of boosting other jobs to even
the playing field he would rather take the easy path and piss off 50% of DD's: Priceless

after this
patch, having Haste on you lowers your delay as usual but lowers your TP gain because your delay is lower. You
will notice with slow cast on you, you will gain MORE tp. The same applies for equipment with said properties.
Haste equipment lowers delay and tp gain. Slow gear increases tp gain(good for hecatomb)
this is a lie.
i just went out into Sauromugue Champaign and tested it as a rdm with both the haste spell and +hatse equiptment.
Had no difference in TP Gained as without Haste or +Haste equptment. All mobs hit me for 0 damge so all my tp came
from attacking.
-tested with an elemental staff

All I know
is I now get 9TP for a conected swing dual wield so 4.5 instead of 5 per swing. Haste doesnt seem to effect the TP
floor though.
