at what level can this be done with a good success rate (more than 75-80%)

13-16 are good levels to do it. If you get a HQ on the Helm you get an Iron Ingot regular is a bronze ingot. I don't think you get blacksmith skill on deconstructing since I've never had an increase when I do it. If you use a light crystal you can get a steel ingot.

You can gain skill level if you break down the mails before skill level 20. At least a friend of mine did. Light crystals can break down the helms too you say? I must try this...
