Does anyone know what lvl you have to do the test at for each skill? I've heard 8, I've heard 10, I'e heard they abolished them(but, sadly, don't think that it's the case)...

I'm not sure if it's been abolished but I doubt it since the NPCs were still giving me the tests. As for when to do them, you can finish the tests as early as 2 levels before the next level that's divisable by 10 (eg, 10, 20, 30, 40, 50, etc). So if your skill was at 1 or 2, you'll be able to take the test at anywhere from 8 to 10. If you skill level is 21 or 23, you can take the test from 28 to 30. If it hasn't been abolished, then if you don't take the test, your skill level will stop rising after period where you're able to take the tests (eg, 8-10 will make your skills stop at 10).

If you still have doubts, just take the test whenever your craft level turns blue.

Sandoria! The Guild is right next to port and i believe the guy is outside the guild.

And you can take the test every 8 >>8, 18, 28, 38, 48 blah blah blah

San'D - Blacksmith, Leatherworks, Woodworks.
Bastok - Blacksmith, Goldsmith, Alchemists
Windurst - Weavers, Bonecrafters, Fishers, cooking.

That's incomplete, but it's what I've got for info.
