I am currently a lvl 13 smith. I have tried 6 aspis's and they dont make me lvl oddly. I haven't tried making bronze bolt heads yet.
What is the fastest and cheapest way to lvl with smithing at the moment, and until, say, 18?

Go with Bronze Bolt heads or Tin Ingots till level 15. After that you can skill up on making Iron Ingots. That should get you to 18 and more.

I definately agree with Dragonhope. I just lvled my smithing skill to lvl 15 by only crafting Tin Ingots.
I would recommend going to Sandoria to craft there since Tin Ore only cost 30 gil so your losses are not going to be extreme if you have a failure every once in awhile.
Also if you sell your Tin Ingots well...
