Are those rings craftable ?

If no, can someone tell me where to get them?

not craftable,
they are treasure from the chests in Castle Oztroja.

They're actually found in the coffers. Chests and Coffers are two different things and need a different type of key (Coffer key) to open them.

Wanna hear a funny story?

Astral rings USED to be a low level quest reward back when japan just got the game. SE changed it when they saw the price skyrocket.
