Yeah, once your chocobo is an adult, you have to find an item it has hidden. You do this by taking it for a walk (short, regular, or long, doesn't matter). At some point, it'll give you an option to search for the item. If you succeed, you can get the chocobo whistle. If not, then your chocobo doesn't love you enough yet.
