this has been happening since i reinstalled windows/ffxi all i do is restart ffxi and its back to normal again O_o

I'd bet dollar to nickels that it's either video card hardware issue or vid card driver/software issue.

Screen artifacts most commonly come from one of those two things.

I'd also be willing to bet you have a nVidia video card, probably a TI4600 or GT6600
