Well Tails has another use. He's an effective decoy boy when you want to conserve your rings. Just throw him at a boss for a distraction and then hit the weak spot for maximum damage. Other than that, yeah Tails sucks.

Tails was awesome for abusing dangerous boss enemies! Imagine if you could bring some eight year old kid to a fight, but no matter how bad the kid gets beat up he never gets hurt. It'd be like that kid from Pet Cemetary on crack. And he can fly, in case he gets chucked off a cliff or something.
...video games are fun.
