Yes, it's from an old event, happened before the NA release. I think you were able to get them during one of the anniversary celebrations, though I could be mistaken.

Easter? or New Years? Fed carrots to fast little rabbits that ran about various zones outside cities on a track. Occasionally gave you rabbit moon cakes or popped a Beak nm which dropped a wand occasionally. The higher level zones popped beaks dropped the higher level wands, and vice versa. Cactuar people had the chance to participate.
