This is not true for all NMs. Nidhogg, the HQ version of Fafnir, will cause damage to anybody who is in range. In these cases it is usually a good idea to get as far from the NM if you're not currently fighting them.
Another thing I think you should add is that there are more to forced spawn NMs than just quests and Sky. For one thing I don't believe quest NMs really fall into the same category since they don't actually drop any items. They're just monsters you need to kill to complete a storyline. On the other hand NMs like Shen and Gration are forced spawned NMs which drop the items they're killed for.
The things which make forced spawn NMs unique is that they require players to acquire specific items before hand, and these items must be traded to a specific location to cause the NM to appear. These NMs are usually unrelated to any quests and will drop unique items if defeated. In most cases the NM can be respawned 15 minutes after the previous one has been defeated. Examples include sky gods, sea jailors, and several other NMs throughout the world.
There's another kind of NM spawn which you also failed to mention. I don't know what you would call this, but it occurs when you kill an NMs placeholder and the NM immediately spawns upon its death to attack you. The only NM that spawns like this which I know of is Biast.
Another unique form of NM spawning in Lamia No.19. She only spawns when a player dies within her spawn area.
Edit: Oh yeah, there's also the multi-spawn NMs, like the Carmine Dobsonflies, where multiple NMs all share the same spawn time.

If you're having alot of competition, best choice is to not use a instant-claim JA, at least from my experience. If that's all you have, wait a second after spawn, then try and claim.
btw Bard can claim very fast and consistently with ..hmm probably a number of songs, but I see them using elegy more than anything. Pair that with some song casting % down gear like Minstrel's Ring, and it get's very fast claim 'without' being instant.
Thief also has a great tool for claiming called /ra. Throwing darts, is similar to magic casting as you dont claim until you actually throw the dart. There's still a bit of delay with it, unfortunately if not in your line of sight and you move during the animation you'll get that 'move and interrupt your aim' message.
The repop for mobs is a set time according to the vanadiel clock; i've done alot of NM hunting in my day and I'd say I'm 100% sure on that. It differs from mob to mob though. This, of course, wouldnt apply to the 'updated' NMs in Castle O. and SSG, ect.
btw a ToD of a mob begins when the name begins to fade, again, from what I've observed.

Note: this will target nearest monster to you and sometimes doesnt work because of the update with claim delay (targeting a monster to fast and using a spell or Job Ability) but if you decide to change the macro to look like this :
/targetnpc
/wait 1
/ja "Provoke"
it works alot more, also just to add this macro only works when you have no other monsters around you etc if your camping Fafnir there is no darters up and you know they arent going to spawn during window time (one of many situations this macro is handy) the macro will become alot more effective.

This was especially helpful for me on VE. I would sleep VE until a THF from my shell would OP warp to the desert and kill it for me on TH. This is good for them because they don't have to wait around camping, and good for you because you can hold it till they arrive.
You will hit a wall though, so check the NM's level. At 75COR, any mob over 60 you will begin having problems with RACC of QD and the mob waking before timer is up.
