Does that mean that the level cap is 40, or the level minimum?

Then you get 'ported to the Kuzots region and you go to the flags and stuff to summon up some beastmen to kill, right?

i don't think there is a level min is there? fairly sure that means level cap is 40. after you are in pt/alliance you all accept the same one then talk to him and he'll port you there.
