Anyone else notice how they changed the thing about "All new costumes" debuting (as none did debut) at the last minute without saying anything official?

Don't forget to talk to any moogles that may be hovering about the streets. They might just have some hauntingly helpful hints!
I don't know about anywhere else, but as for San d'Oria, it would appear they simply forgot to add the moogles that give you hints about how to get the pitchfork + 1. They only showed up after that unexplained emergency all-server maintenance.
Such a disappointment.
