I've done the smilebringer quest 4 times in sandy 1 windy and 1 bastok and then gave like around 99 fireworks to the kids in sandy and no dream hat+1 so is this the confirmed way of getting it?

After you've built up a bunch of Holiday Joy by trading presents to kids, set up a Christmas Tree in your Moghouse and wait a couple of real-life days. Eventually, the Moogle should give you a gift. Open the gift outside, and a Dream Hat +1 will appear in your inventory.

how do you get the costume belts?

u get them by doing the same thing for the feet.

For the hat +1 all u need is to trade 15 fireworks and 1 present. Trade them one by one to any kid and then have any tree in your house and just wait a day or 2 and u talk the to mog and he will give u a present go outside and use it. my fame was "They love you!" And even i think your great!" and i got it. I dont know if this is true but u my need to be wearing NQ to start the quest again not sure if its true.

A question to all of you that have gotten the Dream Boots +1:

Did you receive your Dream Boots +1 by trading in a card you obtained from someone else? Or did you get them as a result of finding a perfect match (i.e., talking to a moogle with the correct job/race/gender/level combo in your party)?

I recieved my NQ Dream Boots by matching up job/race/gender/level. After I put them on, though, the very next card given to me by someone else (I was NOT their final match) awarded me with the Boots +1. Interestingly, the card that I traded to them (they were not my final match, either) awarded them the Boots +1 (they had also just put on the NQ Boots for the first time).

It could have just been coincidence, but maybe wearing the NQ Boots guarantees that the next card you trade to the Moogle will give you Boots +1?

Also, the Costume Belts: I obtained my Mandy belt in Windurst, and my Rabbit Belt in San d'Oria. Is it necessary to be in the city corresponding to the belt in order to get it? i.e., will I have to go to Bastok to get my Worm Belt? How about the Stables items? I'm still missing my Windurst Stables neckpiece - do I have to do the event in Windurst to get it?

I got Boots +1 on a match, and I got Dream Robe +1 randomly in Bastok, and the same with Rabbit Belt.
It seems like always, it's all random. Now all I get are fireworks and candy though, getting a bit dull when you never get any of the other things. Don't tell me the event has a fatigue.. but this is SE, they are always adding small annoying things

It is not nation specific. I got all three belts and all three stable items from Windurst.

Those are the rewards for the one quest you get from the moogle.

Children won't accept your present unless you're wearing the dream hat or dream hat +1.

And dream hat+1 is only obtained if you have one of the christmas trees, max holiday fame. Wait a while, then talk to your moogle, voila.
