Before spending another big chunk of time testing, would the conclusion that Too Weak - VT Joy, VT – IT+ dagger satisfy the problem for normal mobs. And NM’s 1-70 joy, and NM’s 70 and up dagger?

Sure there will be variations, so plan accordingly.

It's been a long grind that hasn't been a priority, at all, for a long long time, mostly just stealing relic here and there so I can ding into it, and doing other stuff, but I've been pushing to finish the last few weeks.
