Merited out in the Thickets with a similar geared JP War who had King's Justice unlocked. I wish I would have saved the parsed data. He averaged 950 and spiked at 1.5k often. I have no idea where is merits laid... Towards the end I pulled out my great axe and did a few Raging Rushes, they seemed about even in damage with the King's Justice ws. I have 8/8 GA merits, he might not have, it's hard to say, but if he did, then that means the two weapon skills are very similiar in damage.

It's very similar damage from what I've seen. It tends to seem a bit lower than RR but it's more consistent so it's fairly even. Steel Cyclone and King's Justice are also tied for 300% WSs Steel Cyclone overall is slightly better damage but King's Justice obviously you have a much lower chance of whiffing.
