Head for WS, there is Shura Kabuto (+1) to consider as well. Also, I'd put Kikoku as #1 on Main hand, since people do obtain them and probably will get them more commonly due to the Dynamis price reduction.
For tanking, you should make a /drk set. Also consider Nokizaru Shuriken, Bomb Queen Ring, and Bloodbead ring as possibilities. A Fire resist set would be accumulative as well, since a lot of NIN's nowadays actually strive to obtain a set to tank Tiamat or Wyrm easier (Least on my server it is, NIN tanking on Odin is very popular).

On a side note if someone worked enough to get a Kikoku they should know it's the best mainhand they can equip. And the guide is pretty 1337 and would be even 1337er with the sets Cyprias mentioned (along with some soloing sets, /DNC comes to mind)

Yes. What I also forgot to mention is the use of Usukane somen. I find it probably the best TP head piece in my opinion. In a speed build, Walahra turban all the way, but with Attack food, Usukane somen is a godsend.

The emperor hairpin is an item for low lvs. I wouldn't put it in end-game items. The Wivre mask is better and lv 60ish.
For pure eva, the Ninja hatsuburi +1 is the best option ( 8eva 8agi).
About bodies I think you could add the Enkidu's Harness as well.
There are really two sets of eva gear: the full eva/agi one you use to tank mobs like charby, and a more offensive one you can use to tank a lot of things.
I'd say the offensive eva set would use:
- Katanas (w/e), Ungur
- Usukane hat, evasion torque, Suppa, Brutal ( replace the brutal or the suppa by evasion earring or Ethereal earring to boost eva a bit, I would replace the brutal and keep the suppa but really depends of the people)
- Enkidu's Harness, Usukane hands, acc rings
- boxer's mantle, Koga Sarashi, Byakko's haidate, usukane feet
Should provide a nice evasive potential while still keeping a decent attack power ( though, that's NOT a Tp burn set at all).

keep in mind i havent seen all the gear that can be used, this is meant to be a compilation. some have simply slipped my mind. Usukane has +2 counter so it is technically adding a whole new possibility of evading (while shadows are down that is), it is a good addition.

as well, enkidu's harness will most definitly parse less than an nq haubergeon - it lacks the dex, essentially accuracy and crits. HQ haub is STR+6 DEX+6 Acc/atk+12, slight difference, but certianly performs higher than an enkidu's/nq haub over time. not the best for total evasion, not the best for TP up, good for offensive though.

A few comments...
First, you may want to establish a convention for "situational". For some things, there's not necessarily a single best item.
It also may be better to group things by slot rather than by set, with perhaps an aside discussing typical priorities or setups for a given task.
As a general mention, Hachiryu gear would all be situationally useful (at least) for NIN, and doesn't seem to be mentioned at all.
Weapon (damage set)
Fudo should be listed. Sure, a Senji is not that hard to get n' all, but a Fudo really isn't bad in the main slot. Dual Fudos are decent as well, though most do opt for a faster off-hand. However, I think more consistency is warranted there. For pure DD, it's better than a Mamushito +1, which is mentioned.
Just 'cause it's level 70 and available for a song these days doesn't mean it's not a solid weapon.
With the speed set...is there a common reason to utilize this at all post TP floor removal? I mean, enough to warrant its own section? To me, there's no more real call to use that then there is to use a dagger setup or something (for doing non slashing damage n' stuff).
Head, as mentioned, there would be pros and cons of each when comparing Walahra and Usukane. Depends on build/food/buffs/etc.
Neck in general I think that Hope Torque vs PCC isn't as cut and dried as that. You're gaining ATT, but effectively losing a few points of ACC.
Earrings there are day/night choices not listed such as Fenrir's or Vampire. Also, Spike earrings are 55...Coral or Merman's would be more appropriate to list (plus have -magic damage%).
It's "Melody Earring" that has latent effect of +evasion btw. Though, as an addition, Musical Earring (obtained from Limbus, so no +1) does have +5 Evasion on it (along with the +5 Wind and String skill). So those NINs that also have BRD leveled could utilize it as a "free" Elusive earring, which might warrant a mention.
Body, Koga Chainmail should -not- be #3. Ninja Chainmail +1 and Haub +1 are situational as to which is better. The lack of -eva on the Koga means almost nothing if you're not otherwise gearing for evasion (which, in merit n' such, you usually aren't). An NQ Haub would be slightly better, and if you're going to mention Koga you might as well mention Shura as well, and near the bottom at that.
For evasion gear, an Antares Harness should be listed, if not the "best". 8 Evasion 8 ACC 8 AGI 8 DEX and 15 HP easily edge out SH and SH+1 I'd say, Usukane more debatable.

interesting with the gear available to me currently, would I be getting a better haste rating with a Ninja Chainmail Koga pants equip or keep the byakko with koga chainmail?

It depends.
When you're looking at the -delay on Koga pants vs 5% Haste on Byakko's, basically, the greater speed will come from whichever stat you would net more of. For DW, you already have -30% in traits, and up to -10% from other gear (AF body, Suppa). With Haste, common gear outside of Haidate would be 15% (Dusk, Fumas, Turban, Swift Belt).
For solo purposes, AF body/Koga legs is faster. In a party, it depends on what haste buffs you're getting.
As a general thing, Haidate are usually preferable due to ACC/crits/lowered timers anyway. I would use Haub or AF rather than Koga Chainmail though.

in any case, disputes where nessecery, I personally would use a torque over pcc. mostly to combat my not-so-strong hits.

If I can offer some advice/pieces to the NIN/DRK setup:
Neck: I don't have Ritter yet, so I swap to Fortitude to get rid of the -VIT from Harmonias on DR setup. I know that VIT overall isn't a huge difference in DR but purposely standing in -VIT didn't make sense to me.
Rings: Sattva if you have one is obviously a great choice
Back: Gigant will probably keep you alive longer than Boxer's on HNMs in a DR set (I say this, and I use Resentment/Boxers mainly on NIN)
I mention all of the Darksteel +1 below because you can reach -47% Physical Damage Taken without a Defending Ring, so if you're really trying to min/max your NIN/DRK tank it's very powerful combined together when your shadows are gone and you're getting pummeled.
Macroing in items like Bomb Queen Ring/Gigant Mantle/Ethereal Earring will keep your base HP up if you're concerned about the low HP bonus from this set, and I realize that it's pretty hard to get all that HQ Darksteel but, it's an option for those that really push every little inch out of their DR gear.
That setup is:
Earth Staff: 20%
Arhats Jinpachi +1: 6%
Arhats Gi +1: 9%
Darksteel Mittens +1: 2%
Darksteel Subligar +1: 3%
Darksteel Leggings +1: 2%
Jelly Ring: 5%
Another setup that I'll use a lot on NIN/DRK is a general Magic Damage/Defense setup, sadly NIN can't get the kind of gear that a PLD or RDM can, but a few pieces can save a lot of damage taken, helping with Enmity decay (and staying alive).
I'm not familiar with the best setup, if I'm tanking something using a lot of Magic Damage I'll either use a full resist set or tank it on PLD since I have a much stronger Magic Damage setup on that job, but currently I'll toss on some -Magic Damage Taken, Magic Defense Bonus, and HP everywhere else I can get it:
Main: Anything
Sub: Axe Grip
Ranged: Lamian Kamam +1
Head: Genbu's Kabuto
Neck: Tempered Chain
Ears: Merman's x2
Body: I don't have anything good
Hands: Seiryu's Kote
Rings: Merman's x2
Back: Resentment if active, Lamia Mantle +1 if not
Waist: Resolute Belt
Legs: I don't have anything good
Feet: I don't have anything good
It's just a basic setup, but it's still +4-8 Magic Defense Bonus, and -12-15% Magic Damage Taken with an extra +150 HP. Never tried Citadel Buster on it but I'm guessing with full ShellV I'd probably survive, my PLD has never come close to dying so the math tells me that my NIN wouldn't die.

Another setup that I'll use a lot on NIN/DRK is a general Magic Damage/Defense setup, sadly NIN can't get the kind of gear that a PLD or RDM can, but a few pieces can save a lot of damage taken, helping with Enmity decay (and staying alive).
I'm not familiar with the best setup, if I'm tanking something using a lot of Magic Damage I'll either use a full resist set or tank it on PLD since I have a much stronger Magic Damage setup on that job, but currently I'll toss on some -Magic Damage Taken, Magic Defense Bonus, and HP everywhere else I can get it:
Main: Anything
Sub: Axe Grip
Ranged: Lamian Kamam +1
Head: Genbu's Kabuto
Neck: Tempered Chain
Ears: Merman's x2
Body: I don't have anything good
Hands: Seiryu's Kote
Rings: Merman's x2
Back: Resentment if active, Lamia Mantle +1 if not
Waist: Resolute Belt
Legs: I don't have anything good
Feet: I don't have anything good
It's just a basic setup, but it's still +4-8 Magic Defense Bonus, and -12-15% Magic Damage Taken with an extra +150 HP. Never tried Citadel Buster on it but I'm guessing with full ShellV I'd probably survive, my PLD has never come close to dying so the math tells me that my NIN wouldn't die.

Head: Usukane Somen
Neck: Harmonia Torque (I have 35k therin ichor so far but saving for nyzul relic, so not getting ritter anytime soon)
Ear1: Loquacious
Ear2: Eris Earring +1
Body: Arhat Gi +1
Hands: Dusk/Koga
Ring1: BQ
Ring2: Mermaid
Back: Cerb mantle
Waist: Swift Belt
Legs: Byakko
Feet: Usukane
NIN/DRK -phys for when shadow is down:
Ammo: Bibiki Seashell
Head: Arhat Jin. +1
Neck: Harmonia
Ear2: Ethereal Earring
Body: Arhat gi +1
Hands: Seiryu's Kote
Ring1: Jelly Ring
Back: Boxer's
Waist: Warwolf
the rest r same with haste set up

somen looks cool for tanking, but turban is much better imo for /drk tanking.

Shouldn't Mirke with 10 Accuracy and 3 Dual Wield augmented be the best TP body now on that list?
