@Crispleaf- are you actually saying there was a victory on either side for the war in Iraq? There...wasn't. There isn't. It's now a matter of, do you stay until all your sources (aka human beings) run out, or do you pull out and admit you were there for nothing and accomplished nothing aside for killing a whole bunch of people.
In the military, there is something called "Phase 4." It's the term used to describe the post-war clean-up, such as "nation-building." It's not a concept that's new. After World War 2, for example, the U.S. introduced the Marshall Plan to rebuild Europe, and also rebuilt Japan as a democratic nation (though mostly due to the U.S. using Japan as a staging area for Korean War).
The Iraq War did not have a plan for "Phase 4." Everything up to that point was expertly handled, perfectly executed, a resounding victory. The Iraqi army was soundly trounced, and since it was so quick, the impact on civilian life was not that bad. But not having a post-war plan is what turned a three week victory into a five year quagmire. That's simply what I meant.
