Ok for starters I have been playing this game for three years or so. I am a lvl 75 SAM and I was out and about camping Leaping Lizzy for the bounding boots and my sub was /bst. I have claimed 5 times in a row and yet to miss one. I have had two people call me a noob after I claimed, and one said that "the higher you are, the lower the chance of drop". I myself have never heard of this before, is this true? Am I doing something wrong for people to call me a noob, should I not use my 75 SAM, or should I use TH even though it raises it by a couple of &s? I am just confused about the whole thing if two people called me out on this. I recently came back to the game after a long time break and I am adjusting again to FFXI and I just want to understand. I did the same setup for VE and I didnt miss a single claim and went 1/5, and I wasn't alone. Method worked for VE so I figured it should work for LL but I guess I am not doing it right apparently from what others say.

No, it's not true.
While many have trouble believing this, other games, such as Lineage II actually scaled the drop% to a players level. I.E. if you went out farming, you couldn't get drops from level 1 monsters unless you were within 4 levels of them.

They were trying to get you to leave. Only Treasure Hunter makes a difference in drop rate.
And Jesus Christ, stop calling him a noob simply because he doesn't know something. He's asking a simple question and now he's apparently lost all of his dignity.

Lizzy only drops boots if you kill on full moon, without using a weapon or weapon skill, and you're completely naked. worked for me yesterday.

He opens with "Ok for starters I have been playing this game for three years or so. I am a lvl 75 SAM" and follows with a question TH and LL drop.
I would be shocked if he didn't lose all his dignity for that.

I always found TH to be more effective on mobs that gave exp.
eg, when i farmed Cocks i would get loads of skins as pld/thf when they were EP, but when they were TW I barely got any skins, but the # of meat stayed about the same.
(I'm not trolling, im actually being serious x.x)

Its just a low drop rate. I personally went 1/11 on them. I know people who are like 0/60 too so mine isn't bad!

Kill the place holder for it to pop faster.
Or do as most of us do, kill all lizards around the area that it pops.

According to wiki:
* Bounding Boots (7.4% Drop Rate)
After +1000 observations. Of course, Wiki data can be skewed, but it's the only metric we have.
In order for it to drop 19/19, it would be a 0.00000000000000000003% chance. So no, I don't think he's serious.
