So my cooking is at 72 now, Ive got about 10k guild points, not nearly enough to get Raw Fish handling.
Is there anything I can cook to get to 100 without breaking the bank and not having raw fish handling? Thanks

Not sure. I stopped and got the raw fish handling for making sushi...
As long as you're prepared to farm honey and make some of your own ingredients (Pie Dough) you could try grinding out on these. I think most of the other ingredients are NPC except for the Gelatin in the pies. You could make that at bonecraft 13 though, I think. Depends what you mean by breaking the bank I guess. /shrug
Pamama Au Lait (80)
Chamomile Tea (83)
Rolanberry Pie (90)
After that there's nothing cheap. It's as far as I've gotten myself.

Work out what will cost less.
30k guild points for fish handling is next-to-nothing, especially compared to the higher items. How are you at 72 and not saving up points anyway?

You have a craft at 70+ and you consider yourself lazy?
Start saving those points now, or you'll only regret it later in crafting life.

well I shouldnt say Im lazy, just getting lazy. I've saved up 10k guild points thus far, but now everything just seems not worth it to make (as far as guild points go). I did, however, find some alternatives, such as orange kutchen, to make until 80. Thanks also for the advice, Boldfinger.

I thought about adding Orange Kuchen too, but it NPCs for shit and doesn't really sell well on the AH (on Remora anyways)... but if it works for you, well spotted

It's not so much saving up and spending points... but more an investing in points for when the time is right.
You'd be wise to begin saving now, rather than later.
