Probably a silly question to ask, but for some reason I can't find any info on this.

Does Koga Tekko stack with Expertise merits?

Summary:
That's about all I've found on the issue, it looks like no. People seem to think AF2 is 20-33% with merits 5/5 being 25%, if they do stack there's a relatively low cap on Nin Exptr at somewhere around 40% from what little I can gather - but most seem to think they don't stack at all.

Well that's pretty disappointing. I'm 5/5 NTE merits (Because god knows wtf else we could merit) so I guess I could put them into SANGE if I ever get the gloves, hah.

I merited Sange because I found expertise useless( not like is hard to get gil in the game anyway )
But god know how useless Sange is sadly.
Maybe Se will revamp us Merit into something more usefull like they did with the drg 2hr or smn 2hr ehhe !

Ah, I think I know what you're talking about. When smn skill was made into something that actually means something. But only if we're over the cap.
What I would personally like to see changed for ninja merits, if SE is really dead set on what they're doing to us:
Cat 1:
Remove the spell specific merits.
Add: Ninjutsu accuracy (also effects debuffs)
Ninjutsu potency
Add ... something else, I'm not sure at the moment
Cat 2:
Remove san spells. Turn them into scrolls.
Add: San potency
Add JA: give us one of those lucky special 20min JAs that can be reduced to 10 min with full merits. Either something that increases our accuracy, attack, evasion ( similar to thf pd, not as long, not guaranteed, but really good chance of evade, for those 'oh shit' moments - heck to make it unique perhaps give it a chance to evade spells too?) or our haste perhaps? Lasts for... well probably depends on which of these traits it is. Or, hell, give us something that gives us a nice hate spike.
I dunno, throw ideas at this.

^^, that is a little to much dream
but just give us some merit revamp, I will be happy... to fusion all the spell merit into 1.... less waste merit

Group 1
Subtle Blow Effect (+1 per upgrade)
Dual Wield Effect (+1 per upgrade)
Ninjutsu Accuracy (+2 magic accuracy per upgrade)
Ninjutsu Damage (+2 magic attack per upgrade)
Group 2
Sange
NTE
Hojo: San (25%, +2% extra merits. Slow 2 caps at 39% btw)
Kurayami: San (Accuracy -35, +2 extra merits. Ichi does ~-20 and Ni does ~-30)
Jubaku: San
Elemental: San (All in one merit- we wheel the elementals for a reason)
Personally I don't think it'd be broken seeing as how I have a hard time landing debuffs on the big things unless I'm wearing lots of ninjutsu and INT gear, which is a waste of space in a lot of other situations.

Not sure if you mean SMN 2 hour or SMN in general but for SMN in general they changed:
For SMN's 2 hour(2003 update):
1. They buffed the duration to 3 minutes.
2. They made it so Astral Flow reduces Avatar Perpetuation Cost to 0.
In General(Forgot which date):
1. Blood Pacts - Split them to two categories(Rage and Ward), each with separate cooldown. All blood pacts used to be on the same cooldown.
2. Blood Pacts can now skill chain and magic burst.
3. Skilling Up can be done by using Blood Pacts now instead of only by summoning.
4. Hastega haste% increased from 10 to 15%.
Though for the most part SMN stayed the same in exp parties even with all these buffs(besides Hastega buff), that is, mainly a healer and occasionally buffer.

Your dream of Group 2 seems a little off to me.
Why would you be able to merit Jubaku: San? Players don't even have regular access to Jubaku: Ni.
And you know there's no way that you'd ever get 6x Elemental: San for 1 merit. That's just silly even for a dream... you damn well know it'd be Tonko: San!!!

How about status effect shurikens, like bolts, if it stacked for potency would make sange kinda hawt.
Make em craftable but not all on the same guild, split em up between wood, gold, smith, alchemy, etc.
Would give the crafters a little boost in the consumables market as well.

I was implying that they should give Ninjas Jubaku: Ni and then give us Jubaku: San as a merit.
And if they gave us Tonko: San, I'd merit that. At least I'd fucking use it.

Nah, if they did they they'd make them like a level 30 craft, once again making woodworking fucking useless to take above level 60, and screwing over all of us that don't happen to have the gil to get GS/S to level 60, in which case we should've just leveling those fucking crafts anyway. =P
