Rajas/Sniper's/Woodsman/Jaeger for tping. CHR rings for waltzes.

Sniper's/Woodsmans for TP, Beetle+1 for TP. CHR for Waltz if you want to waste money on such a useless thing.
Don't bother with Rajas until at the very earliest 60 as it's a piece of crap until then.

I'm really stoned right now.. but even at level 40, wouldn't 5 store tp give you more tp over time than 2.5% hit rate of a single sniper ring?

Don't worry, you're not a noob.
If you swing 120 times, get 10 tp per swing, and you land 25% of the swings you will end up with 300 total tp. With store tp + 5 that would be 315 tp. If you used acc+2.5% instead that would be 330 tp.
If you swing 120 times, get 10 tp per swing, and you land 50% of the swings you will end up with 600 total tp. With store tp + 5 that would be 630 tp. If you used acc+2.5% instead that would be 630 tp.

That ignores the fact the ring has +dex too.. someone who really obsesses over this job could make a graph at which point one is better than the other at different dex tiers and acc%. I usually hit more than 50% of the time, so even at level 30 I would pick the rajas.

only rings you should really invest into at that lvl are snipers/rajas/chr

what about peacock charm for neck if you got it? its better then spike right?...i mean for acc it is but ive heard some complain "But it doesnt have STR blah blah."

If someone is seriously saying that, they're either jealous or retarded. Probably both. Peacock Charm is one of the best necklaces in the GAME, much less the far and away winner under level 70.

Peacock charm is the 2nd best TP item in the game for almost all melee jobs, trumped only by love torque and ancient torque if you can get them. Faith and justice torques can also rival a PCC, but that is by far the best piece of gear you can get from 33 to end game. Most people don't have the gil for it and revert to chivalrous chain, spike necklace, or the other sea torques. People claiming otherwise are just stupid or trolling, and chances are if they are smart enough to add a signature pic, they aren't serious.
As far as earrings goes I'ld stick with beetle earring +1 for 3 attack, spike/ethereal level sync for 2 attack, minuet syncs to 1str/dex so any of those suffice.
iirc chr is essentially useless as /dnc, where +10 chr increased my waltz by like 2 hp or something, but if you had the inventory, they do improve your waltzes, albeit minimally. Formula on wiki shows dnc main with (vit + chr)*.5, so every 2 chr could increase healed hp on CWII. You could get loyalty rings and maybe synced melodies for +8, ,which would be like a ~2% increase with 4 more hp healed. There's limited earring options, the next realistic one after melodies is Heims, which has +1 at 49.

Also, from recent conversations with some players, most people don't seem to understad that 3 dex = 1.5/2.25 acc. It just confuses me how oblivious some people are to this game despite spending hours per day playing.
