4 chr with 6 acc isn't too terrible for DE on more seriously things. The 4 chr is a joke compared to the 4-5dex ring you would be wearing, but the 6 acc could give you more freedom in other slots. I don't think thieves cap accuracy on merit mobs too easily without a lot of effort, so it would either help land all hits or give you more freedom in the rest of your gear slots.
If you don't have sneak attack on all dex would do would give you ws mod and more acc right? Doesn't this do that more but with chr/acc?

In all fairness, this would be a GREAT DE ring for a DNC *who doesn't reap the benefits of DEX on SA*. On THF, it's a situation where you'll not have as high of a maximum DE, but would result in probably a little more consistent numbers. I'd say it'd probably be marginal differences on DE w/o SA stacked. Stacking: DEX only.

Maybe I got confused, but your max potential without SA would be higher with a 40% CHR than a 30% DEX or does the CHR on it have weird second WSC mods or whatever? 99% of the time CHR gear is usually inferior so not like it really matters. There's like max 5 pieces of gear with CHR that could justify situational worth so not like a CHR build is really worth going out of your way for anyways.

Probably just my gear but I find DE usually does more damage than most of my other WSs, unless its something big.

my current evis setup:
x's/blau/bomblet
heca hat/love torque/pixie/delta
skadi/heca/thunder/rajas
foragers/warwolf/heca/heca
85 base dex (mithra with dex merits)
+53 dex from gear
str + 37
att + 56
i'm at work atm so can't check what my base att and str are but mithra so you can figure it out if you really want.
the last time i meritted (before i got skadi body, so was using dragon harness instead). i was at average 1700 evis when stacked with sa or ta and all hits landed. on a triple attack or extra crits, well over 2k. high dmg was 2600. (previous high was 2500 with pharpe sb). Since I was using dragon harness at the time i noticed a few evis not landing all hits (i'm hoping skadi's acc will help this).
the only piece of gear i feel i'm missing atm would be cuch belt. and of course hq heca, but i don't think that'll happen ever. but with cuch belt 1 more dex, 10 more att, -5 str from my current build.

What mob, food, buffs? So what I'm seeing here is a Mithra (10 more DEX than an Elvaan @75) with maxed-out DEX build and merits, with X's and other top-notch gear, can make Evis work better than DE. I don't think this qualifies as 'lolDE'. At least not for a lot of THF out there.

Except for that 40% CHR modifier on DE, which for an Elvaan 75 THF translates into 20 more base damage.

So, what does then? Tell me what gear/food/buffs I need to make Evis work better than DE. Because it's not nearly as good as DE for me right now.

My opinion decides which WS you should be using.
Really, you're an idiot if you think that the extra DEX you gain from being Mithra, with capped DEX, and having good (and I mean good, if one more person tells me they have good gear and I see them in AF pants...) gear makes no difference to the effectiveness of different weaponskills, go ahead and play THF naked.
It's not the deciding factor, your purpose in the alliance will change what WS you use, and you have very little say in the matter. Ignoring the 10-20 extra DEX is retarded though, I'd refrain from making statements like that.

Well, clearly better gear makes an individual WS better.
What is less clear is why the rankings of the WSs change with gear (and mob).
