<militantnerdfaceplant>There's no such thing as TH3, TH4 or TH5, it's TH+x, and there's really no known caps on trait modifiers. Traits like Fast Cast II+4% can be expressed accurately as Fast Cast 19, Fast Cast 19% or rather the parent Casting Speed -19%. This is because that trait is well documented and easily tested. Also, see MAB and MDB notations. With TH this can't be accurately stated, and the effect of 'TH+n' has been shown to be less affect as the full tiers (ie. [TH2+1]-TH2 < TH2, see bee chip test), so it's better stated TH+n or TH2+n and not with the kindergarten arithmetic applied, which does little justice to the more accurately expressed and related representations.</militantnerdfaceplant>

If you have TH as is you don't get anything new as you already have
the JT, what is mind boggling is how strong is the JT for jobs that do
not have that it as native to them. But this is one of the hard things
to test, simply because I have see people with no TH go 3/3 on
rear items and TH4’s for over 0/10. So don’t expect it to rain PCA’s
and what not, till we know more about this it's hard to speculate.
