Anyone know if the set bonus on Usu scales by the piece added?

I know the WoTG armors do.

If i am confusing ppl as to what i mean here it goes.

The set bonus of haste should be an extra 1% per piece you have equipped as long as you have at least 2 pieces on.

Is this correct? Or did SE decide to be assholes and not allow that. If it does then

Usu head is only 1% less haste than Walmart turban, and feet have the same haste as fumas.

Clarity would be wonderful, anyone tried to test this?

It doesnt scale by piece added

Usu set is just like denali, you get the full effect when your 5/5, anything less you get nothing from the "set bonus"

i dont think they added the bonus for 2-4 pieces thing till WoTG came out

Pretty sure the only exception to sets outside WOTG ones is the Hachiryu set.
