Would skill 12 be ok to fish for Nebimonite on Mhuara/Selbina ferry, or would it be to difficult to catch? Also, is there anyway for a character level 33 to fish safely with the mobs and pirate attacks without having to sneak all the time?

I waited later to fish Nebs. Fish on the stairs of the ferry and you won't get agro'd by pirates (I believe). ALso, just cancel all fish that have a message ending in three exclaimation marks (!!!) as they will be mobs at your level.
