Immortal Technique was the only good one posted here, everyone else is just "meh" to suck.
What the lyrics say are only one part of music. If they dont flow right and dont go with the beat, then its a bad song. I mean fuck, I could fart a passage of the bible, would any one care to listen? No, because it sounds like shit (lol). They way I see it, if you cant just listen to it they way it sounds, then its a bad song. For any genre. If the lyrics tell a good story, then the better.
I agree with Path, Lupe isnt that great. I dont care what he has to say, because he doesnt say it in a way I care to listen.
Also, IMO, Jedi Mind Tricks are pretty win. Dont care what anyone thinks about that though.

Gotta love our education system. It teaches us that our governments are all serious and stuffy places where only the most serious things happen. This is really not all that unusual at all. State legislatures in particular only have so many things to do with their time and commending outstanding citizens is a common pastime. The guys over at Penny Arcade received a similar commendation from the state of Washington last year both because they've run one of the original and most successful webcomics for over a decade and because of their efforts with Child's Play (major fundraiser that donates money and toys to children's hospitals). It seems silly to have some dude in a suit start rapping over the PA system in the legislative building, but it's actually not unusual in the generalities (I don't know how many rappers are willing to show up in front of the man).

To be fair to you, I also listen mostly for content. I have perfect pitch and my ears are very sensitive, so if someone's even remotely off pitch I will hear it and it makes me cringe. As a result, I've had to train myself to listen to LYRICS so that when people are flat/sharp etc it doesn't bother me as much.
