Fishing to break the lu shang when is it feasible?

I'm currently level 56 fishing.
I'm currently 72 woodworking.

Ideally id break the lu shang in order to fix it to get woodworking skillups. When realistically or where realistically do I have the best chance of finding target fish im actually able to reel in so that I have a shot at breaking the rod?

Level 100 Legendary fish seem a little out of my league atm.. will that get easier as I level? I havent skilled up really since the fishing system was changed @.@

(just got my lu shang yesterday lol. Spent all my time doin moats!)

Fucking Titans.

Those fish convinced me to level up my woodworking. Not sure what level you'd have to be to reliably fish those up, though.

You best shot is to find a friend or two who is questing for an Ebisu Rod because they are gonna break it... alot. >.>

Speaking of breaking the rod, if you're just trying to break the rod, do you wear down the stamina before pulling up, or do you have to wear down the stamina to have a better chance to break?
