So i came across and isnm lucky streak of late and I am debating how to spend it:
I am taru. I just got RDM to 75 and it has the same gear as my BLM would and things like errant cuffs, mnd ring, ect but nothin too shiny

I am debating getting a sorc ring for BLM. It would cost all i got to buy sorc ring so i dont think thats the right option. I have the abj. for z head and thats it for now as far as convert gear goes =(...but im gona do some BCing soon

Instead of the sorc ring i could go down the white box route: Prism cape, mahatma slops, snow ring(currently have diamond and tamas) and maybe a new staff, ugg pendandt i currently have Jupiters, Plutos and Aquilos only...

I care about my RDM but i want to PIMP my blm out to the max (of course right ^^). I think the right thing to do here is white boxes isnt it? I hate how snow ring is priced it just seems stupid but whatever i geuss...

Next thing is merits just a quikie: I of course had to get 1 into slow II or else death to me but i cant decide which spell i want for the second one on rdm. in the mean time i wanted to max int and mp...which first?

Sorc ring is one of the best AH upgrades you can get after HQ staves of course. Getting the trigger gear isn't to hard really there are a few good HP-MP pieces that drop off pretty easy to kill NM like astral aspis.

Sorcerer's Ring is nice, but situational. Personally, I would prioritize my upgrades based on which I felt I would get the most use out of, per the money spent. HQ staves are top priority; the only ones you can put off are apollo and terra, in my opinion. All the rest I use pretty often on BLM. Second priority would upgrading other nuking gears to HQs, again looking at what will give you the largest increase per money spent. Third priority should be situational items, like Sorcerer's Ring, Uggalepih Pendant, HQ enfeebling and resting gears, etc.

Above all though, do whatever makes you the happiest.

I'm not saying it's the right thing to do, but I always cast Burn with Kirin's Pole. To my knowledge Vulcan's does nothing for it besides the Acc boost, which was never an issue for me when I went full-tilt INT really.

Less used ones:
Apollo's - For BST and BRD. I've heard that it reduces the rate of "Cure resists", aka weather induced Cure -10/20% in Dynamis, but I've never seen any parse or testing confirm it.
Vulcan's - I never even got a Fire staff on Byrth. On Uub, I got Vulcan's for Ranger and never used it. This has to be the least useful staff for mages.
Neptune's - I used it for a Fire resist build and for Poison II on RDM, otherwise it'd be worthless imop. It's really great for landing Poison II though.

More used ones:
Aquilo's - Quintessential nuking staff, obviously a must.
Jupiter's - Need for anything that casts Thunder nukes
Pluto's - Need for BLM's Aspir/Drain/Sleep, and RDM also needs it for sleep. It's essential.
Auster's - Gravity and Silence. I'm a pretty big fan of this staff for BLM solo.
Terra's - For BRD's Elegy and RDM's Slow really. It's worth it if you need to land Slow. I probably got this more for the white box in my idle gear than for a legit reason.

If you can activate it, Sorc ring will be the biggest damage+/gil you can get. Honestly, in your position I'd probably just save my gil until I got some more R/Ex (Z-mitts, etc.) The HQ upgrades you're talking about look pretty, but unless you do them all at once you'll have a hard time telling your damage went up.

RDM Tier 2 merits depend on what you want to do with it. If you're going to solo an absolute ton and that's all you really care about, go Bio III to max. If you're going to do main heal Salvage, go Phalanx II to the max. If you're an HNM RDM onry, go Para and Slow II to cap. Don't merit Blind II. If your LS does a lot of zergs, Dia III is nice. I was going for 2 Dia III, 3 Slow II, 5 Phalanx II because my LS zergs a lot and Dia III is pretty nice on archaic machinery in Salvage, where I used to main heal all the time.
If you're done meritting your magic skills and BLM potency, then INT would be the next one I'd recommend.

By my comment of "you really dont need the rest"
I meant they are not worth the gil unless you are a career BLM or loaded.

putting -13 int on mob is rather nice, what slot do you get +11 or +13 int as upgrade?

then again you could use K staff or that other thing that has 10 int if it means having 150 int i/e 13 burn

With a good INT build, you shouldn't need Kirin's Pole (or Alkalurops) to hit 150.
Not saying a Vulcan's Staff is top priority, but it is something a BLM should get.

What do you use burn on?
Which short fights is it more useful than resting or just nuking?
And which long fights won't it be resisted?

I have a vulcan staff, but I'm not sure of the last time I cast burn that wasn't purely for epeen.

Well I personally use it when there's like a party of BLMs and fighting a mob that doesn't immediately die. That is most ZNMs (Nosferatu, Brass Borer, Iriz Ima from the top of my head), all kings and most KS99 (mainly Behe and Turtle we basically RNG-burn Wyrm), just to put an example.

the wyvern is like fafir? it is regarded as a pure fire type from what i remember so it is immune to it. so with nukes you are stuck with thunder and wind. made my tornado II merit have a use when it was in the air anyway

you can use stone and water but they are weaker then wind, unless you have a flood II merit ( something i never did)

I use Burn if for some reason I'm on BLM at Temperance, because my job is basically to stack Bio/Poison/Choke/Burn/Shock apart from the 30 seconds every 5 minutes or so when Tomahawk is on...

I also use it on Puddings because I feel that the 25MP is worth it for the extra damage.
