Not just low level....all levels.
Hence the reasoning between the dual mode idea. The idea is that the "hasso" mode would allow a SMN to sustain an acceptable level of DoT for a support while still being able to provide buffs and backup healing. Honestly, the idea is to have SMN with an option to stand toe to toe with COR.
