It's a feature that probably should have been around forever ago. It means we're all level synced; the group temporarily copies the level of one of the members of the party making it easier to level exactly the job you want with your friends instead of the whole "do you have anything around level xx" thing. It's also used for random grouping to make the pool of available people bigger to speed up the whole party forming and receiving process.
