Why would it be bad? If you campaign often and feel that the -10% damage would increase your survivability then it's a good purchase. If you bought it and NEVER campaign then... you could consider it bad I guess. However, even if you don't campaign it's still a good shield for Pld/Nin tanking since Hp+20 is arguably more beneficial than the + vitality that Koenig shield gives.

Terror: DEF:20 HP+20 Enmity+4 Campaign: Damage taken -10%
Kaiser: DEF:23 VIT+6 CHR+6 Enmity+4 Enhances effect of "Beast Killer"

Terror give you 20 more HP, higher max HP = less CE lost when hit. Enmity Table (Damage Taken)
Kaiser gives you 5 more defense. This ends up being around 2-3% damage mitigation on shield blocks.

All that aside, you said you got it for campaign, Campaign: Damage taken -10%.
