Incorrect. Only the STR is toned down. The acc and haste remain the same.

The str is scaled by level
25 +3
28 +4
35 +5
42 +6
49 +7
56 +8
63 +9
70 +10

The only reason you get 5 str is because of your sam being 37 not because its a sub. From lv 25+ you get 10 acc 10 haste on hasso, that stays even as a subjob.

Edit: Even if the "conserve tp" was store tp.. with /SAM, Aurum(+7), Fork(+3), Rose(+4), ASALegs(+5), Rajas(+5), Ech(+1), Brutal(+1), White T(+2), Chiv(+1) and Carbonara(+6) we'll get 19.9TP/hit.. 1 sTP away from 5hit build.

I'm sure it's no typo. It most likely applies to DNC, not weaponskills. But that's my opinion.
