ive been discussing with a friend of mine if the elemental staves add magic accuracy to the spells of the elements which match them. We started the discussion cause she said that all the HQ staves could beat easily alkaurops, which is said to be the best staff for enfeebling due to its huge amount of macc and the stats it grants Im by the side of this idea, but my friend isnt, and due to the lack of imformation about this side of the elemental staves im not totally sure if they add macc, and if they would be better than alka in the case they would.
i would love someone to enlight me about this existential doubt.

No, they don't.
Buy Alkalurops as it saves you inventory space aswell.

HQ staves are ~ 20-30m.acc (not a percentage)
Alkalurops is unique in the fact it proves a large amount of m.acc (although slightly less than an HQ staff) and a decent amount of MND and INT. This makes it great for Slow and Paralyze as you sacrifice very little m.acc but gain 10 MND.
For static effect enfeebles (sleep, silence etc) HQ staves are still the best.
So Alkalurops is a great addition to a RDMs staves set, but it doesn't replace all your existing staves.

Well, that source said themselves they hadn't done any testing on elemental staves. However, anyone who's used one before can tell you with some confidence that elemental staves do indeed at some amount of macc. Still the extra mnd will benefit paralyze etc, so yes it's probably better for enfeebs.

No Kaeko didn't do the testing, he did the analysis of the numbers that someone else did (Kaeko credits his source if you wish to see the original data).
