Yes, it is 18 attack total, but it is not +18 attack compared to the new body.

Once you take all the attack you have w/ the new body, AJ will have 8-9 more, then yhou compare that 8-9 attack to the other stats on the new body.

If askar is part of your 6hit, then this body doesn't stand a chance. Also, what's your acc like? Will I be comparing body only or askar + pole grip vs this body + rose strap?

ACC+9~10, DEX+3 ~vs~ ATT+6~7, STR+2, DA+4%

I left out the 6-hit part, because Rose Strap can serve in that capacity. Although, since I'm including the grip, an Askar should be using a pole grip, hence 4% DA. It's a tough call. I'd say they're ~even in uncapped acc situations.

Though, thinking about it, if you are in a situation where you'd have a 6hit w/ this new body (rose strap ect) and you DO need the acc (otherwise we'd be in askar and pole grip), then Homam body would be superior to this (5-6 acc vs 7 attack 3 str)

but yeah assuming uncapped acc I can easily understand how it can conceivably beat AJ I guess just call me old fashioned but yeah still holds true that this item came along WAY too late for a it to be worthwhile for many of us

Even if you overshoot, you can swap out other slots to compensate. For example, are you using ace's? Can swap to turban. Can swap out acc ring to blitz ring (for high haste situations) ect.

F-7, F-8, E-7 and E-8 area confirmed. I found it up and killed it (no drop). All 3 other birds were up as well, leading me to believe it is NOT a lotto.

Nah, it's a lotto. The PH seems to be down near D/E-10/11. Some guy I was camping agaisnt last night got it last night and it spawned after he killed a bird from down there.
