According to wiki, you may or may not require maxed out seasonal fame, purchase a tree, and wait until JP midnight.

To prove you got max fame, kids will stop accepting firworks from you.

So I got top tier xmas fame (not max) and a Jeuno tree. No hat+1

So I kept passing out gifts and fireworks to every kid in Windurst, Bastok, and Sandy. No hat+1

So I bought 3 other xmas trees for 30k. No hat+1

So in desperation, today, I blew nearly another 30k on 99 sparkling hands (Windurst). After trading 12 to an elvaan kid, he wouldn't take anymore. Alright, so I walk over to this wandering taru kid in the middle of windurst and he accepts 15 sparkling hands. . . .that's not right. So I walked over to this taru girl next to an item shop and traded 5 to her before she stopped me. Hmm. Then I went into the Optistery (Library) and traded 13 to one kid and 15 to the one behind him. Curious, I walked towards the kid#2 to see if he'd take more fireworks....... he took 20. WHAT THE HELL?!?!?!

As a final test, I spoke with a moogle and traded more fireworks to that kid#2 and he took 19..... That was all the sparkling hands I had left, so I traded a popstar and he couldn't take it.

Since I didn't want to risk doing this all over again, I'm not trading any more fireworks or gifts. Supposedly, I should have only needed to raise fame to "The children love you, even I think you're great" and to cap out fireworks at 1 kid to beat this event. SE can be so cruel this holiday season.

Oh, and here's a kicker. The children in Selbina don't accept gifts. Because of this, I'm guessing the ones in Jeuno and Tavnazia won't either, but like I said, I'm not wasting anymore on this. I hope I get the stupid hat tomorrow.

Edit: Oh hey, I didn't have to wait until next JP midnight. The dumb moogle finally gave me the hat after all that.
