Everything has it's own situation, I just asked which is better of the 2, if war will dish out more Damage or will Sam at 75.

Coming from a person who has Dark Knight, Warrior, Dragoon and Samurai leveled at 75 with capped merits for all. I find myself using both Dark Knight and Samurai more often than I would the other jobs mentioned. So in your situation I would say level Samurai.

Using and doing more damage on a job are two different things. There's also more to consider than just which does the best damage by 1.5% or something too.

I used to have SAM WAR PLD THF DRK. SAM and DRK were the 2 best. And PLD was badass too I suppose, but not for damagedealing haha.

Well since I do have WAR and SAM and considering the only place NA's merit at anymore is bird camps I can honestly say there with a good polearm SAM prolly rocks all with DRG being only slightly behind. And when it comes down to WAR and DRK it depends on how you have those jobs merited. My WAR totally kicks more ass then my DRK ever could dream purely based off the merits invested. Also my SAM is fully merited too so yeah both fucking rock period at bird camps.
