first off SATA is hate control and that is very much a defensive capability, which is why pld try so hard to cap out enmity asap. And war has loldefender(which you should never use, but just had to be said). And you don't need defensive capabilities if you can learn to control your hate gain properly. Yea sometimes you just cant help it due to a terrible setup, unskilled tank, or a lucky DD streak or whatever but there is always something you can do as the player to be where you need to be.
What sub you use is totally going to be depending on your level range~
Pre 20's it doesn't matter much,
20-30 drg is ur best bet
30-50 war or thf are going to give best output, with war being the better of the two
50-60 you do away with thf sub and never look back. only time you should be subbing thf anymore honestlyyis for endgame events. War is still the #1 DD sub while /sam gets hasso and becomes a viable sub.
60-75 sam and war are close due to gaining med+ hasso but in terms of raw damage war is going to pull ahead and once you get guillotine /war can be a bit dangerous at times so the slightly gimped dmg from /sam *could* help your pt go smoother if you aren't good with controlling your own hate.
The only time you should ever find yourself subbing nin is if the occasion calls for it.typically places where you actually have to worry about MP consumption like for meele burns(pre-merit), or specific endgame events, like nyzul or low man limbus. ( which i prefer to go /sam to anyhow but will still /nin when i feel it's needed).

At 75DRK, how are /sam and /war even close?
This "slightly gimped dmg from /sam" is not just going to help your PT go smoother(instead of going /war), but will also let you do more overall damage over time than /war would. Also. What do you mean, "if you aren't good with controlling your own hate?" ....if you, as a DD, are any good, there will be several times where you WILL pull hate, and as /WAR, you do not have defensive job abilities(loldefender) like Seigan + Thirdeye to fall back on if you need it... dead drk/war = no damage, and if you are not pulling hate...then you are not doing enough damage and you suck, it's that simple.
In terms of "raw damage" , as in damage per hit maybe(Berserk etc.), and WS damage, /war can do a bit more, yes; however, what would you rather have, a bit more damage per hit and/or on WS or A LOT more Weaponskils ?
It's not just Meditate and Hasso that you get as /sam, but you also get to go from a 7hit build to a 6hit build, which is a very substantial increase in WS frequency. Over time, /sam should beat /war np...not to mention what as already been said...if you WS as /war and pull hate...you're pretty much either dead or being a huge mp sponge... but if you WS as /sam....you do have Seigan + Thirdeye to fall back on if necessary.
Sorry but I just don't see where or how /war would be better than /sam at 75.....it shouldn't even do more overall damage over time than /sam either....
Edit: ehhh, did you mean that /war and /sam are close from 60 till you reach 75? or from 60 and all the way to 75 AND "counting level 75" ?
If you meant from 60-75 and not counting 75, then I can "kinda" agree that they're "close", but I would still go with /sam over /war at those levels too because of hasso, meditate, and third eye, and also...at level 70drk/sam, you would have both Seigan + Thirdeye too etc...
