300+ skill

So, recently I've been finding some things I've been told about jobs are full of bullshit, so I want to ask and get an answer.
Does breaking 300 skill on great axe, or any weapon for that matter(other than HTH, which can't break 300 anyway) provide a significant damage boost?
Or would breeze gorget + flame ring trump fort torque + headsman ring any day no matter what?

Combat skill has nothing to do with base damage unless its H2H. Headsman Ring is garbage.

There's nothing to parse. There's no skill tiers outside of H2H, so all you gain is a really shitty portion of accuracy and attack.

the guy who told me seemed adamant about it, so I wondered if anyone had actually done any tests to suggest 300+ skill was a kind of "tier"
edit: basically wondering if he pulled it out of his ass.
