Seriously though I have 19% + Suppa on my lolNIN(I say this only because it's my fail job I leveled because I have gears for it) and only reason I don't reach 20% is because of Usukane Sune-Ate But yeah it should be super easy to achieve a 14% haste build with mostly AH, easy NM's, or standard Wal-Mart Turban. Also a good option for a offhand Katana if you don't have enough points is to do the Succor of the Sidhe fights. I ended up with a Katana with 7 acc and still retained a a 190 delay in the offhand. My nin is alright considering only I am better geared then a lot but yeah other then that I never even went and got my Ninja Chainmail for the extra delay down XD Seriously though the poster just needs to learn how to post in precise thought out questions.
