If you're presently using Rutter Sabatons, these are a nice step up. If you're using Usukane Sune-Ate, the line gets a little more blurry.
The nature of Blade: Jin is that it doesn't strictly benefit as much from Attack as non-critical multi-hit weaponskills (e.g., Asuran Fists), so point in Agrona's favor. On the other hand, multi-hit weaponskills are multi-hit and, especially if you're working towards a build or situation that allows you flexibility with food choice, the extra Accuracy on Usukane is kinda nice. The big thing in my mind is Double Attack versus Store TP. It's a huge chunk of Store TP on Usukane and a rather pitiful amount of Double Attack on Agrona's Leggings. 7 Store TP is more than a katana swing saved over the course of getting to 100% and that actually does matter even with a one-handed weapon. What really turns me off is the Haste and Slow values of each. True, you've already got the Slow if you're using Rutters, but those marginal amounts in either direction do have marginal effects. It's so small and the way that Slow on gear is calculated makes it pretty negligible, though.
For top-end damage, Agrona's Leggings will peak higher. For consistency, it's probably a very narrow coin toss in favor of Usukane Sune-Ate. Rock Agrona's Leggings if you can get 'em, there's no compelling reason not to.

Yea I figured the opportunity cost would be a little too high. I first spotted these when the update happened and figured I would see a topic about them sooner or later.
I went back today and found out the actual stats, for some reason I had it in my mind that it was triple attack and att, not double attack and acc. Which made me cream in my pants at the time cuz a triple attack jin would be fun lol. Some of my ls people suggested denalli has 5 acc and 3 str?
edit: how about the other josb on there as well any situation come to mind where they are handy for the others?

Honestly, you should be gaining Accuracy when you weaponskill as compared to your TP kit. Simple example, Swift Belt and Walahra Turban should be replaced with something like Potent Belt and Optical Hat (Gnadbhod's Helm is great, too, but a real pain to acquire), which is a big change. If you're using Ninja Chainmail, then you'd better be swapping to Haubergeon for weaponskills. Between food and gear, you should be striving to get as close to the Accuracy cap as you can. If you're using Marinara Pizza +1 and riding around 90% Accuracy during TP, that means you only need an additional 10 Accuracy for Blade: Jin. Anyhow, point is that the Accuracy differences between Agrona's Leggings, Denali Gamashes, and Usukane Sune-Ate aren't that big a deal. Personally, I recommend striving for Usukane just because its stats are off the charts, but either Agrona's or Denali are great WS boots.
As for the other jobs, because of the Slow, they're mainly WS boots. The STR is nice for a Ranger or a shooting Corsair (which, frankly, isn't all that common) 'cause they're not affected by the Slow, but it's not really a big deal. A Ranger should be looking towards Scout's Socks or Skadi's Jambeaux in the long run, anyhow, and Agrona's/Rutter are just a placeholder. I don't know enough about Corsair to spot if they have anything better. They're a top-notch WS piece for Puppetmasters and also rather nice for Monks on Howling Fist (definitely argue for Usukane on Asuran Fists). Beastmaster gets Hecatomb, which they should probably stick to. They're probably the best WS boots Dancer gets and the STR and Accuracy are probably good for something on Blue Mage. All told, they're Rutter Sabatons +1, as you indicated originally, but they don't bring anything game-changing to the table.

A 30% WSC str, an fstr, and 2atk will outdo 5 more atk on usukane so the only question is if accuracy is an issue...which it shouldn't be with anwig salade, virtuoso belt, etc. A good sidegrade for Denali when you can cap accuracy.
Path is right that you have a lot of gear to swap in that can increase your accuracy, but remember you shouldn't really be below 90% accuracy while TPing so if you are able to swap on some big accuracy pieces you can also get rid of some other pieces like an accuracy ring for a flame/thunder or virt/potent/life belt for warwolf belt etc etc. Personally I actually remove a ton of accuracy gear for WS just because anwig eclipses everything, allowing me to go for pure stats.
PUP has AF+1 that is 5 accuracy and 5 strength so that's more than likely going to be a better direction for a lower accuracy job.
Note while the DA is neat and dandy, it's basically negating the difference in accuracy as far as average damage.
