When if ever should boost be used? The 1 second ability delay seems to butcher this ability. I see a lot of months use it before WS but is the 12% att increase worth killing a second of DoT?

In a very high buff situation, meaning largely a coordinated zerg with multiple Bard rotations and/or Corsair boosts, Boost is not strictly necessary or helpful. It's actually not improbable to reach 999 Attack for such a fight although I'm not actually sure if that's the real cap or just the cap on what the game displays (stranger things have happened). Similarly, I don't use Boost during Hundred Fists.

In normal situations, like a merit party, XP party, Nyzul Isle, Salvage, the Attack is worth it. It might be a little more open to question with Howling Fist and Ascetic's Fury, due to the pDIF bonus and critical chance respectively, but chances are good your Attack is not capped. For Asuran Fists, since it is a multi-strike attack with no hidden or TP-based modifiers, the Attack is invaluable.

In sustained, high-level situations, such as Dynamis-Xarcabard or a low-man Jailer of Love or Yilbegan (I'm guessing, haven't fought the thing), absolutely use Boost as you won't be buffed to hell and you need the Attack.

The delay caused by JAs is not very long at all and doesn't meaningfully impact DPS until you start approaching Hundred Fists speed. As an aside, it's actually possible to swing faster than Hundred Fists, but that requires the full gamut of available buffs.

Also, Boost is 18%.
