Haste vs Haste%

Ok so today I beat A Shantotto Ascension's final BC Fight, and when i traded in the key for beating the final BCNM i was rewarded w/: Fettle Belt (Lv75 - HP+20, Str+1, Haste+4). I was wondering tho .. How does Haste+4 compare to the Haste+4% of the Swift Belt? If someone could explain the difference or point me to a website that does it would be appricated !

It's the same as Haste +4%, it's just a weird way SE programmed augments.
