Was a hair under 3500 and I'm surprised, thought I'd do much better. I'm also not overclocked right now, I reverted to normal speed for testing and just haven't turned it back on again. I'd like to re-run with all of my tweaks and see.

$1338 is WAY too much for that build. That power supply doesn't look like it would even support that Graphics card. After calculating, I'm showing you would need about 530W to support that build there.

With this setup, you have room for expansion. You can add more drives for a RAID0 array for instance, and they're lightning fast SATA 6Gb. You have room to double the RAM and it's already a decent amount. I have 8GB's and I barely use 3 unless I'm doing something intensive like multiple machine virtualization or something. You have room to add more video cards for Crossfire as well. FFXIV is more CPU than GPU intensive (At least it was in Beta) and this card listed is an improvement.
Keep in mind, I tried to stay near your original price. With some breathing room, you could have an even better system than this.
A few important things to keep in mind:
Make sure parts are compatible.
These days, go with something 4 or 6 core at near or above 3.0GHz before overclocking
DDR3 RAM period. DDR2 is on it's way out.
You don't NEED liquid cooling for the CPU. A good air cooler will outperform some of the more "budget" liquid coolers out there. Noctua has some of the best cooling benchmarks in the business.
SATA 6GB is going to make a huge impact in data transfer, RAID0 will double this with 2 drives, Triple with 3, and so on.
Make sure you have enough amperage and wattage capability in your power supply, especially if doing Crossfire or SLI.
All of this means nothing if you don't optimize your operating system. A state-of-the-art PC will be outperformed by a crap PC with an optimized OS. That means using the right anti-virus, limiting what starts with your OS, keeping everything updated, turning off unused services and applications.
Things to do if you have a LOT of money:
Better (And More) RAM
Full tower Case
3 Video Cards better than the one I listed
Huge power supply, like 1250W+++++++
Going with the latest Intel Multicore CPU
Going with nVidia instead of ATI
Better brand Motherboard
3 or 4 SATA 6Gb Solid State Drives in RAID0
Going for a premium or custom water cooling system for the CPU and all GPU's, or using one system for CPU and a separate cycle for the GPU's
That's if you have a good 3 or 4 grand you're willing to spend. I recently designed a $16,000 desktop PC, so really, it can get a bit crazy if you're going for the absolute best out there.

Yeah my gf gifted it to me; she tried lol, I was gonna pop a 700W power supply into it and take it from there. It seems like it'll handle FFXIV without too much problems. The game is clearly laughing at my XPS1530 I can barely get past the character creation screen.

Eh if it was a gift then, don't be picky, it's fine for free =P
PSU is a good idea though, 450W just won't cut it and 700W will be just fine. You should be able to pull close to 3K on the benchmark if you tweak a bit, maybe more?
