Is It True? WS DMG

Alot of Drg friends who have had the chance to level and get Conserve TP trait hav told me that they ws dmg has actuallly gone down. Is this true? Are we getting WS's off alittle faster but the dmg of the ws has gone down? I havn't level'd my Drg yet been working on blu but thought i ask.
